Position Proposal
The Los Padres National Forest in collaboration with the City of Santa Barbara Parks & Recreation, and
Santa Barbara County Parks are seeking to hire a part-time contract Front Country Trails Coordinator.
Duration of Contract
Duration of contract is 12 months with mid-October 2009 start date. Contract will be held by Northstar
Industries on behalf of the Los Padres National Forest. Options to renew the contract will be dependent
on available funding and the successful performance of the selected candidate.
Compensation
Contractor will be compensated for a maximum of $28,800 for a maximum of 1,000 hours for twelve
month duration of contract. Estimated average hours worked per month are 65 to 100.
No other benefits provided. Compensation payments will be made on a monthly basis (though a different
compensation period could be negotiated).
Front Country Trails Management will provide:
* Contractor tasks and direction
* Tools and equipment
Contractor will provide:
* Current CA driver license and a vehicle to carry out duties (no reimbursement will be made for
vehicle costs)
* Contractor shall carry vehicle insurance and general liability insurance of a minimum of
$1,000,000
Contract Duty Specifications and Work Direction
The contractor will be provided direction and supervision by the Front Country Trails Management staff
from the Los Padres National Forest, Santa Barbara City Parks & Recreation, and Santa Barbara County
Parks. As a minimum monthly staff meetings will be conducted with contractor to provide project
direction. (See attached example of contractor tasks).
Background
Located within the front range of the Santa Ynez Mountains, the Santa Barbara Front Country Trails
(FCT) include: Arroyo Burro, Jesusita, Tunnel, Rattlesnake, West Fork Cold Springs, East Fork Cold
Springs, San Ysidro, and Romero Canyon trails. Largely within the Los Padres National Forest (and also
passing through and over city and county parks and trail easements), FCT provide over 30 miles of trails
for equestrians, hikers, trail runners, and mountain bikers, and are extensively used by residents and
visitors to the area.
Management of the FCT is coordinated by the U.S. Forest Service/Los Padres National Forest, County of
Santa Barbara, and City of Santa Barbara under a Challenge Cost-Share Agreement (CCA). Multiagency
management is intended to provide efficient and cooperative management of the FCT,
standardize procedures and practices, promote cooperation from trails users and ensure that the FCT
system can be enjoyed by Santa Barbara residents and visitors. Toward that end, the CCA provides that
the agencies establish an inter-agency FCT Coordinator position (Coordinator). The Coordinator would
be responsible for the implementation of the FCT Management Recommendations include the FCT
Strategy and funding plan, grant writing, education and outreach, and coordination with trail user groups
and volunteers. The three agencies fund the position under the authority of the CCA. Funding is in place
for the first year.
Position Description
The Coordinator will be responsible for the development of a long range strategy and funding plan for the
management and maintenance of the FCT system, grant writing for trails projects, development and
implementation of community education and outreach programs, and coordination with trail user groups.
Specifically, the FCT Coordinator will work with trails stakeholders and other trail users, organize trail
volunteer work days and training workshops, assist in the development and dissemination of educational
materials, coordinate trail maintenance activities, assist with implementation of the UTAP Trail Survey
project, organize monthly planning meetings with the three agencies, and participate in quarterly FCT
Task Force meetings. The Coordinator will work under the direction of the Forest, City and County staff
team for the front country trails. It is anticipated that work commitments for this position will vary based
on the time of year and projects, and could range from 60 to 100 hours per month.
Experience
The three agencies are seeking applicants with demonstrated experience working with multiple public
agencies and diverse community stakeholders on collaborative projects, grant writing and fund
development, volunteer organization, and program planning and implementation. The position requires
well developed organizational skills and the ability to communicate effectively both orally and in writing.
Understanding of basic trail planning principles is preferred. A Bachelor's degree with major course work
in environmental studies, environmental sciences, engineering or a related field is desirable. A
combination of up to four years of education/work experience is preferred. Experience in using Geographic
Information Systems (GIS) and GPS hardware and software is also desirable.
Demonstrated Abilities
Successful applicants will have the demonstrated ability to:

* Become proficient with the use of standard trail maintenance tools
* Acquire the knowledge necessary for general trail design
* Work with word processing, spreadsheet, and database software
Requirements
Contractor shall provide own transportation and work offsite. Position requires some field work. Physical
conditions include walking on uneven terrain, negotiating slippery surfaces, climbing, and carrying objects
weighing 25 lbs.
