District Manager
The Placer County Resource Conservation District (PCRCD) is a California
Special District that provides conservation assistance and educational
programs within Placer County. PCRCD is seeking a well qualified and
motivated person to fill the District Manager position. The District
Manager is directly responsible to the PCRCD Board of Directors.

Salary Range: $60,000 -- $75,000 annually depending on experience.

Minimum of a B.S. or B.A. degree with at least two years of work experience
in management of related programs is required. Experience as a District
Manager of a similar organization is desirable and may be substituted for

Position Description
Placer County Resource Conservation District
District Manager
Introduction
The District Manager is the chief administrative officer of the Placer
County Resource Conservation District (PCRCD) and is responsible to carry
out policy established by the PCRCD Board Chairman and Directors.
The District Manager shall execute policy, goals, and objectives established
by the Board of Directors in a manner consistent with the powers reserved to
the Board of Directors pursuant to Division 9 of the Public Resources Code.
The District Manager is in charge of day-to-day operations and supervision
of personnel at the PCRCD office located in Auburn, California. The
District Manager coordinates PCRCD programs and activities; provides
assistance to Placer County landowners, various entities, and groups; and
represents the PCRCD in dealings with agencies, elected officials and other
organizations.
The District Manger, in concert with the PCRCD Board of Directors (Board),
is responsible for developing and implementing a resource conservation
vision expressed through the adoption of a long range strategic plan and
implemented each year by an annual plan of operations (PCRCD Annual Plan)
supported by an approved budget.
Duties
. Administer and supervise all aspects of the District's office
operations, except for those areas directly related to field operations.
This includes business and personnel files, insurance, updating of financial
policies, updating of personnel policies and records, PCRCD Annual Report,
coordination of monthly Board meetings, office space, capital equipment
needs, updates to the Board, and any other administrative activities
pertaining to the operation of the District.
. Administer and supervise, coordinating with the Programs Manager, the
preparation of annual budgets, timely revenue and expense reporting,
financial forecasts, audits, or any other information required to keep the
Board advised of the District's financial condition. Supervise any outside
services as required.
. Maintain an effective relationship with the PCRCD Board Chairman and
Directors, employees, and contractors.
. Develop and maintain strong working relationships with neighboring
Resource Conservation Districts and the Sierra Coordinated Resources
Management Council.
. Plan, initiate, and coordinate fundraising efforts for PCRCD programs
and operations, including grant and contract agreement development, fee for
service activities, and other means of financial support for the District.
. Maintain overall fiscal and contractual responsibilities in
concert with the Board.
. Develop and maintain productive working relationships with the Placer
County Board of Supervisors, city council members and managers, various
Placer County Watershed Groups, Consumes-American-Bear,-Yuba (CABY)
Integrated Regional Water Management Plan, Placer County Fire Safe Alliance
and local Fire Safe Councils, National Association of Conservation Districts
(NACD), the California Association of Resource Conservation Districts
(CARCD), State Legislators, state agencies and related staff, Congressional
offices, federal agencies, tribes, and other partners, and organizations.
. Coordinate strategic planning efforts to meet PCRCD's organizational
mission and initiate annual work plans, programs, and activities to meet
strategic goals and objectives. This effort includes having a conservation
vision that anticipates, identifies, and evaluates issues facing the
District.
. Work with Placer County Landowners to address resource needs.
. Plan and carry out PCRCD legislative education efforts at the local,
state, and federal level.
. Coordinate events such as PCRCD's normal business meetings, annual Day
in the Capital, monthly and special Board meetings, and standing Board
committee meetings.
. Coordinate leadership development, educational, training, and
informational events for PCRCD staff and Board members, as well as represent
PCRCD on planning committees for such activities.
. Represent PCRCD with the public on a variety of county wide
committees.
. Manage human resources and personnel operations including the
maintenance of CALPERS paperwork and personnel files, supervise, and conduct
performance reviews for PCRCD staff.
. Implement grant and contract work items as defined in the annually
adopted PCRCD Annual Plan and provide oversight of grant contractors.
. Work and travel evenings and weekends when necessary.
Skills, Knowledge and Abilities Needed for the Position
. Knowledge of soil, water and natural resources and ability to
assist landowners in implementation of conservation practices.
. Knowledge of strategic planning principles needed to reach
organizational goals
. Ability to contact and communicate with widely diverse individuals
and audiences
. Knowledge of federal and state legislation and legislative
processes
. Experience in meeting and event planning
. Experience in organizational fundraising, administering grants and
contracts, and other budgeted funds

conservation programs

show initiative and commitment in carrying out the natural resource
conservation mission of the District.
Supervisory Controls
The District Manager (Manager) works under the supervision of the PCRCD
Board Chairman, but shall exercise individual initiative in implementing
PCRCD policies and programs. The Chairman, with the concurrence of the
Board will evaluate the performance of the Manager.
The Manager provides technical guidance to PCRCD employees and other team
specialists and reviews completed work for policy and technical soundness
and conformance with District criteria.
Management Guidelines
Management guidelines include those guidelines published in Division 9 of
California Resource's Code, adopted PCRCD polices, standards and
specifications, the PCRCD Long Range Strategic Plan and PCRCD Annual Plan,
and appropriate textbooks, manuals, and soil survey data that are directly
applicable to resource work implemented.
Complexity and Scope of District Program
Recommendations and the determinations of the District Manager have
significant effect on technical and program activity throughout Placer
County. The Manager has overall management responsibilities for all aspects
of the District's operation. Recommendations of the Manager may be
translated into operational guidelines and programs for the District. The
Manager must work with local, state, and federal agency personnel to
implement the District's grants and programs. The Manager contacts,
represents, and speaks for the District in all assigned activities of the
Board. The Manager provides the leadership for all educational and public
outreach for the District.
The District's conservation program is characterized by the development and
administration of successful grant applications for the implementation of
resource conservation in the areas of agriculture, forestry, streams and
water, ranching, urban development, watershed coordination, and
environmental mitigation. In addition, specific assistance is provided to
individual landowners, on request, in the areas of erosion control, water
and irrigation management, and fuels management.
