STOP EXECUTION OF JUVENILE OFFENDER IN OKLAHOMA

The State of Oklahoma plans to execute Scott Hain on Thursday, April 3,
2003. Amnesty International is deeply concerned that Scott Hain was
sentenced to death for a crime committed when he was just 17 years old,
in direct violation of an unequivocal principle of international law
that prohibits the death penalty for juvenile offenders.
The imposition of the death penalty against people who were under age 18
at the time of the crime is prohibited by international law and has been
almost universally condemned throughout the world. The United States
counts itself among a handful of countries that continue to contravene
this prohibition. It accounts for 12 of the 17 known executions of
juvenile offenders worldwide since January 1998.
