One key is for responder to realize that he has a terrible hand. It's
worth only 9.85 using the CCCC algorithm. It's perhaps too strong for
a single raise but certainly not nearly strong enough to force to
game. A KS Updated auction might go something like this:
1H 1S
2D 2H
3S 4S
or
1H 1S
2D 2H
2S 3D
4S
If responder decides to force to game things could turn ugly:
1H 1S
2D 3H
3S 4S
Opener doesn't need for responder to hold much. Something like
KQxxx KQx xx xxx
which is not enough to bid 3H, gives 6S play, though it's a poor
contract on a diamond lead. Opener should be cautious on account of
responder's failure to cue bid, and his own lack of texture, but he
could well think he's worth one more try.
