call 911 on any "in- progress" calls

Always always that need an officer.
311 is used when an officer is not needed right now.. just to file a report
for the insurance or to try and get information.
If there are bad guys in the neighborhood, then call APD first and get them
going. Let them know if the suspects may be leaving the area because the
officers may pass the offender while enroute to you.
