The Application failed to initialize properly

Hello
Lawson Env 7.3.3 ESP11, 7.2.4 APPS on windows 2000 SP4, oracle 8.1.7.4
the system was running ok, and now it has started to report on the
server "rm.exe -The Application failed to initialize properly
(0xc0000142)" and "lashell.exe -The Application failed to initialize
properly (0xc0000142)"
The users cannot continue working until we restart the services
any one with help will be highly appreciated
