"TRANSFER OF SOVEREIGNTY" WITHOUT KEY POWERS

The Bush and Blair governments have submitted a draft resolution to the
United Nations Security Council that would provide international cover
for their plan to maintain the occupation of Iraq while nominally
transferring sovereignty to a new government made up largely of
hand-picked collaborators.
International pressure has already forced the U.S. and Great Britain to
amend the draft resolution to provide for Iraqi control of Iraqi
military forces (but not foreign forces) and to set a date in early 2006
for withdrawal of foreign forces. Although this is progress, the
resolution remains deeply flawed, and it should not pass unless the
following three points, at a minimum, are incorporated:
1. explicit recognition that military forces from the U.S. and other
countries can be asked to depart Iraq at any time by the transitional
government or its elected replacement
2. acceptance by the U.S. and Britain that any alleged crimes by
coalition soldiers or contractors against Iraqi civilians will be
adjudicated under Iraqi law or the International Criminal Court
3. an explicit requirement that all external military forces and their
associated civilian contractors are bound by all of the Geneva
Conventions in the handling of all prisoners

Urge the delegations of the nations currently represented on the
Security Council to vote "no" on the U.S.-U.K. Iraq proposal unless
crucial changes are made:
