WASHINGTON -- I. Lewis "Scooter" Libby has
resigned his White House position as Vice
President Dick Cheney's top adviser, shortly
after being indicted in the CIA leak investigation.
Libby was indicted today on charges of
obstruction of justice, making false statements and perjury.
The indictment came from a grand jury looking
into the leak of a CIA officer's identity. The
five-count indictment accuses Libby of lying
about how and when he learned of covert CIA
officer Valerie Plame's identity in 2003 and then telling reporters about it.
If convicted on all five counts, Libby could face
as much as 30 years in prison and more than $1 million in fines.
President George W. Bush's closest adviser, Karl
Rove, has apparently escaped indictment today,
but perhaps only temporarily. He is said to be still under investigation.
Two people close to Rove told The Associated
Press earlier that investigators have told Rove's
office they haven't resolved all their questions
about his conduct, and that they'll keep investigating.
Rove's legal team said it's still confident the
probe will show Rove did nothing wrong. Rove
lawyer Robert Luskin said the special prosecutor
conducting the probe has told Rove there's no
decision yet on whether to indict him.
Meanwhile, the man heading the investigation into
the leak of a CIA officer's identity is preparing
to make an announcement about the results of the probe.
Special Counsel Patrick Fitzgerald will hold a
news conference today at 2 p.m. EDT. The White
House had said it won't comment until after Fitzgerald speaks.
The grand jury that's been investigating the leak
of a covert CIA operative's name is gathered in a
Washington courtroom. The grand jury is scheduled to disband today.
When the investigation began two years ago, a
White House spokesman checked with Rove and Libby
-- and then assured the public that neither was
involved in leaking Plame's identity.
Fitzgerald has spent nearly two years
investigating the leaking of the identity of
Plame, wife of an administration critic of prewar intelligence.
Libby has worked in relative obscurity, but he
had been considered one of the Bush
administration's most influential advisers because of his proximity to Cheney.
Cheney is one of the most powerful vice
presidents in history, and a trial could give the
public a glimpse into his influential role in the West Wing.

On Wednesday, October 26 the New York Times
documented that 20% of the second thousand of
U.S. soldiers killed in Iraq were members of the
National Guard, compared to 11% of the first
thousand.* The Guard may have suffered more
losses because the military has been increasing
its reliance on National Guard troops (and
reservists) to fight the war in Iraq. For that
reason and many others, statewide campaigns to
bring the the Guard home are strategic to
bringing this war to an end. UFPJ's National
Assembly adopted a proposal from Military
Families Speak Out and others to get behind that
work when we met last February.
Building on last February's historic victory in
Vermont, http://www.HomeFromIraqNow.org is
working to get a statewide initiative on the
ballot in Massachusetts to bring National Guard
troops back from Iraq. Organizers of the campaign
include local affiliates of Military Families
Speak Out, the American Friends Service
Committee, Boston United for Justice with Peace,
Veterans for Peace, and many other groups.
This proposed law would require the Governor to
take all necessary steps to bring about the
immediate withdrawal from Iraq of all
Massachusetts National Guard troops subject to
his authority. It would also prohibit
Massachusetts National Guard troops from being
sent outside Massachusetts without the consent of the state legislature.
If the iniative gets on the ballot, it will
constitute a referendum on the war itself. It
will be a major step toward spreading national guard campaigns to other states.
If the voters approve the ballot iniative in
November 2006, it will erect a new barrier to the
Bush administration's ability to continue this
war. It will give our movement a new opportunity
to engage millions of people in a debate over the
legitimacy of the war. And it will send a
resounding message to Washington that it's time
to bring all of the troops home.
In order to get this question on the ballot, this
campaign must collect the signatures of 100,000
registered Massachusetts voters by November 15th.
That's less than 3 weeks away. The campaign will
be collecting signatures all over Massachusetts
from now til Nov. 15. Whether you're a registered
voter in Massachusetts or not, you can help. This
campaign has national implications, so we're all
responsible for ensuring its success.
HOW YOU CAN HELP
1. If you are a registered voter in
Massachusetts, send the campaign your signature!
You can download the petition at

2. Help the campaign collect signatures
People who do not live in Massachusetts have the
legal right to collect signatures on this ballot.
If you can make it to Massachusetts for even a few hours, they need your help.
For every hour you stand in a busy place with a
clipboard, you can collect 25 signatures. If you
put in two hours a day for 10 days between now
and November 15th, you can collect 500
signatures. 200 people each working for five to
ten days can complete the entire signature drive.

3. Recruit other people or groups to collect signatures
Instead of working two hours a day for ten days,
you could recruit nine friends and all go out
together for one day. Or perhaps you are a member

if you're a member of an organization that wants

Very advanced thinking here.
Ray McGovern on Joy Cardin's show today said Steven Hadley was in Italy
one month before the Niger forgeries about yellowcake "appeared" there,
and Fitzgerald is even investigating that. We now know that Bush knew
about (he got angry at them) the Rove and Libby "outing" of Valerie
Plame two years ago, so he has been perjuring himself all along,
covering it up. Too bad Bush jr. didn't have Nixon around to warn him.
Fitzgerald could torpedo the whole administration.

There is a storm of historic proportions headed for the United States,
one that will make Hurricane Wilma (also en route) look like a small
splash in the pond by comparison. It's been building and gathering
strength in the increasingly hot waters of the Special Counsel's office for
almost two years, and in a matter of days it may lay waste to the
entire political infrastructure of Washington, D.C., from one end to the
other.
We start with the understanding that the crime of the century (so far)
has taken place in Iraq. Lies and forged evidence duped the American
people into waging preemptive war against a country that posed no threat
to us -- all for the cynical and greedy purpose of enriching a handful
of the Bush administration's closest cronies. In the process, over
100,000 people have been senselessly murdered and maimed, including many
thousands of our own service people. Hundreds of billions of dollars
have been looted from the treasuries of two countries, mostly our own.
Even worse, many believe that the attack of 9/11 was not only foreseen
by the inner circle of our government, but that orders for a deliberate
"stand-down" allowed it to occur. Why? So that the horrific resulting
tragedy would justify all that followed.
The magnitude of these crimes is so monumental that their perpetrators
were obsessed with suppressing any evidence of it. They ruthlessly
smeared all critics, purging and intimidating any dissenting voices.
For them the treasonous acts of exposing (and thereby destroying) one of
our most critical intelligence assets (a front company secretly working
to prevent the spread of WMD), were just another day's collateral
damage. Having lied successfully for so long, having corrupted their
mainstream corporate media lap dogs, and having made eunuchs of many in
the "opposition" party, they considered themselves unassailable. Such
arrogance has seldom been equaled.
What they did not count on was Patrick Fitzgerald. The letter which
appointed him as Special Counsel granted to him the "authority of the
Attorney General . . . independent of the supervision or control of any
officer of the Department." Careful to confirm the extent of his
mandate, he further inquired and was advised that
"[It] is plenary and includes the authority to investigate and
prosecute violations of any federal criminal laws related to the underlying
alleged unauthorized disclosure, as well as federal crimes committed in
the course of, and with intent to interfere with, your investigation,
such as perjury, obstruction of justice, destruction of evidence, and
intimidation of witnesses; to conduct appeals arising out of the matter
being investigated and/or prosecuted . . ."
"Plenary" means "absolute and unqualified." In a word, Fitzgerald has
all the power of the attorney general, the top law enforcement officer
of the federal government himself, to pursue the facts wherever they may
lead. It therefore appears he now possesses his own authority, and
cannot be legally removed from his position, even by Bush. He has his
own operating budget too, direct from the GAO.
For the criminal purposes of the Bush administration, Patrick
Fitzgerald is their worst nightmare come
true. He is a career prosecutor with a
reputation for being not only "frighteningly" brilliant but fearless,
and with a driving passion for determining the truth, their most mortal
enemy. Indeed, the fastest way to get Fitzgerald's fur up is to try to
lie to him as a witness. See, he's a workaholic already, and liars
just make him work harder. And if you've committed a federal crime like
maybe . . . oh gee, maybe like perjury . . . says an old attorney
friend, "Pat Fitzgerald's gonna get ya." Oh, and did we mention that he
always goes for the person at the top of the conspiracy?
For those who are still trying to get their minds around the possible
indictment of Rove and Libby, now a near certainty, consider that no one
in the Bush camp is capable of telling the truth under any
circumstances. As for Bush himself, one of his Harvard Business School
professors said that Dubya was "famous" in his class for being a "pathological"
liar. Bush has known all along who the leakers were, and he's been
lying all along. Fitzgerald interviewed Bush for over an hour, and it's
unlikely that he told the truth in any respect. Bad move, George.
Fitzie don't play that.
But wait, you say; that interview wasn't under oath. Try telling that
to Martha Stewart who just got out of prison from her conviction for
deceiving an investigator. Likewise with Dick Cheney. Even if two of
his bag men had not cut deals with Fitzgerald already. And as for those
who did testify untruthfully to the grand jury under oath, ask Li'l Kim
what heinous lie she told to keep her in federal prison for a year.
All she did was deny that she knew somebody that she did, in fact, know.
So let's put it together. We have a president who seems unable to tell
the truth. We have an independent prosecutor of immaculate integrity
who will not tolerate a lie. The INESCAPABLE conclusion is that Bush
will be indicted, along with each and every member of his administration
who participated in this. There has been talk on the web of 22
indictments. Rove and Libby -- (that's two), add two for Hannah and that
Wurmser (already cooperating but not given immunity), plus Bush and Cheney --
gets us up to six . . . why don't we just say conservatively for the
purposes of the pool . . . that 12 people will be indicted.
Besides perjury (and false statements), Fitzgerald has conspiracy and
obstruction of justice to pick from as well, and those are just a couple
of the technical crimes. Remember that he has the authority to pursue
this investigation wherever it leads, and he is driven to do just that.
He was born for this. Among other things, he requested from the
Italian authorities the files on the forging of the Niger documents
themselves. That was what Joe Wilson's trip was all about. And why
they were so compelled to "out" his wife in the first place in their clumsy
attempt to discredit him. What do you think the chances are that the most
zealous prosecutor they could have appointed won't get to the bottom of
that one, too? He may even expose what really happened on 9/11.
Wouldn't that be the "coup de grace"?
So what happens next? What happens if Bush tries to preemptively
pardon everyone, INCLUDING himself? Even Nixon wasn't that shameless.
But don't put it past Bush to trigger the greatest constitutional crisis of
all time. There are a couple of wrinkles involved here, beyond even
the public outroar that would result. The constitution states that the
president has the power to pardon "except in Cases of Impeachment."
That's why it is important that you act now to demand the impeachment of
Bush for all the high crimes and misdemeanors that he has committed
already. In the end it may be the only way to restrain him.

If Bush tries to pardon himself AND cling to power, expect winds of
historic intensity for change. And in the center of it all there will be
a vacuum of power. For those politicians who have shown no courage so
far, this will be their last chance! Don't be surprised to see the
conspirators running to Roberts, their latest crony appointment, to try
to find a way out. And eternal shame on any member of the senate who lets
that one slide without demanding each and every document that could
help reveal the truth.

of this nation’s pro-peace majority. Some of us
stood silently as a quiet witness to the human
cost of war. Some of us protested outside the

dead and wounded military service members and the
Iraqi lives lost, while calling on Congress to
stop funding the war, bring the troops home, and
close U.S. military bases in Iraq.
And together, we made a powerful statement.
Hundreds of local newspapers and TV stations
covered “Not One More Death, Not One More Dollar”
events. Most passersby showed that they, too,
want the destruction to stop. We’re building up the momentum to end this war.
You can help keep that momentum growing by
supporting a bill about to be introduced in the U.S. House of Representatives.
The 2000th U.S. military death in Iraq prompted
Rep. Jim McGovern (D-Massachusetts) to announce
that he would introduce legislation to defund the
war in Iraq. Between now and November 3rd, those
of you represented by a Democratic or moderate
Republican representative are urged to contact
your elected official and ask that he/she join
McGovern as an original co-sponsor of this new legislative initiative.
The new bill would end all funding for the
deployment of U.S. Armed Forces in Iraq. It does
not prohibit or restrict non-Defense funding for
social and economic reconstruction in
Iraq. Department of Defense funds could be
provided for the safe withdrawal of all U.S.
troops from Iraq, and consultations with other
governments, NATO and the UN regarding
international forces to ensure Iraqi security, as
well as financial assistance and equipment but
not personnel to Iraqi security forces and/or international forces.

Making Sense of the Post-Sept. 11 'Islamist' Terminology
The contradictory and often-erroneous terminology
used in the media, in popular discourse and
occasionally by informed experts regarding the
phenomenon known as militant Islamism has made it
difficult to understand the concept -- and to
distinguish between the various types of Muslim
militant actors. We see the actors called
terrorists, fighters, militants, radicals,
rebels, insurgents, extremists and
fundamentalists, while the ideology itself is
called Islamic, Islamist, Wahhabi or jihadist.
The use of these and other such terms
interchangeably not only leads to
hyper-confusion, but also creates problems from a
counterterrorism perspective. Moreover, the use
of the al Qaeda label as a generic term for any
and all types of Muslim militants has created the
perception of a global monolith, despite efforts
to nuance the term with phrases such as "al
Qaeda-linked," "al Qaeda-inspired," "affiliated
with the al Qaeda network" and such.
But what does all of this mean?
For starters, it is important to understand that
"Islamist" -- not "Islamic" -- is the accurate
term to refer to the militants' ideology, which
seeks the establishment of a government that
implements Islamic law. Calling them "Islamic" is
problematic because it fails to underscore that
these Muslim militants -- individuals and groups
-- are a small subset of the Muslim world. Using
the term "Islamic" confers legitimacy upon these
actors, implying that they are indeed
representing the religion of Islam and the vast majority of Muslims.
Furthermore, even the term Islamist cannot be
used generically to identify all types of Muslim
militant actors. There are two reasons for this.
The first is that some Muslim militants -- such
as the Palestinian nationalist groups al-Aqsa
Martyrs Brigade, Popular Front for the Liberation
of Palestine, Democratic Front for the Liberation
of Palestine, and Iraqi Sunni nationalist
insurgents such as the Baathists -- are all ideologically secular groups.
Second, the vast majority of Islamist groups are
moderates. This category includes the Muslim
Brotherhood in the Arab Middle East, the
Jamiat-i-Islami in South Asia and their
counterparts in Central and Southeast Asia. What
is even more telling in this regard is that many
Islamists are close allies of the United States,
such as the two main Iraqi Shiite groups, Hizb
al-Dawah and the Supreme Council for Islamic Revolution in Iraq.
Beyond the moderate mainstream of Islamism are
two types of actors -- radical and militant. The
former espouse a radical agenda, but do not use
violent means. Hizb al-Tahrir, the transnational
group calling for the re-establishment of the
supranational caliphate, is one such example. The
latter group, comprising the militants, does
espouse violence -- which is why it is important
to use the term "militant Islamist" when defining such groups.
However -- and this is where things get most
confusing -- the militant group itself includes a
diverse set of actors. Some, such as Hamas and
Hezbollah, are ideologically Islamist (meaning
they seek the establishment of a government that
implements Islamic law) and they have
nationalistic goals. These groups maintain armed
wings to fight what they perceive as foreign
occupation, but when it comes to achieving their
goals of establishing an Islamic polity, they
engage in mainstream electoral politics.
On the other hand, there are "jihadists" who they
seek to establish an Islamic state by waging a
jihad (armed struggle) against the current
regime. Al Qaeda, the Taliban in Afghanistan,
Jemaah Islamiyah in Indonesia, and the Islamic
Movement of Turkestan in Central Asia are such
groups. In other words, while all jihadists can
be referred to as Islamist militants, not all
Islamist militants are jihadists.
Even among jihadists, there are those who operate
within a given state, such as the Taliban, the
Salafist Group for Preaching and Combat in
Algeria, and Jamaat al Mujahideen in Bangladesh.
These are different from groups with a regional
agenda -- including Jemaah Islamiyah in Southeast
Asia and the Chechen group led by Shamil Basayev
-- that want one Islamic state to encompass a region.
Finally, we have the global al Qaeda movement
that operates across continents, with branches,
affiliate entities and ties to independent
Islamist militant operators whose goal is to
fight the U.S. presence in the Arab/Muslim world
and establish an Islamic polity encompassing as
many parts of that world as possible.
To note the intense complexity of the situation,
the Chechen militants exhibit jihadist
tendencies, in that they seek to establish a
regional Islamic state in the North Caucasus, and
at the same time are fighting Russia. The same
can be said of some of the militant groups in
Kashmir; they are separatists and have the
establishment of Islamic rule as their objective.
Then there is the issue of the Wahhabi ideology.
Although not all Wahhabis are jihadists, it would
be safe to say that most jihadists are Wahhabi.
For example, Chechen militants led by Basayev and
Saudi jihadist commanders are all extremist Wahhabis.
That said, the first jihadist groups -- such as
Tandheem al-Jihad, Gamaa al-Islamiyah, and Takfir
wa al-Hijrah -- were all born in Egypt as
militant offshoots of the moderate Muslim
Brotherhood. Nowadays, jihadism has morphed into
an extreme brand of the Wahhabi ideology --
although even to this there are exceptions. The
Taliban movement is one example. The Taliban are
not Wahhabi (also called Salafi) in their creed,
as they follow the Maturidi School of Islamic
theology. Deputy al Qaeda leader Ayman
al-Zawahiri noted this in his letter to the
network's leader in Iraq, Abu Musab al-Zarqawi,
in an effort to moderate al-Zarqawi's extreme Wahhabist views.
Although the Arab footprint is quite obvious in
almost all Islamist militant groups, ethnicity is
a huge determining factor as well, which would
explain why infighting was reported between Arab
and Central Asian militants among the al Qaeda
ranks hiding out in northwestern Pakistan.
In other words, jihadists are also a sub-category
within the wider Islamist militant universe.
