property tax reductions in Florida  Chip Orange

for anyone who wants more info on the technicalities of the Florida
property tax roll-backs, which all Floridians voted on last year, here's
a web site which explains it. It's complex in that it also reduces
business property taxes and other taxes as well as residential property
taxes. this is why local governments are struggling to provide even
basic services:

In 2007, the Florida Legislature passed the largest property tax cut in
Florida's
history. The legislation contained two components: the rolled-back rate
system and
an amendment to the Florida Constitution.
The rolled-back rate system will save property owners approximately
$15 billion
in property taxes over the next five years.
The constitutional amendment, which was approved by the voters in
January of 2008,
will save property owners an additional $9.3 billion in property taxes
over the next
five years."

They definitely have been; it was a recent amend to Florida's
constitution requiring all local government to roll-back
property taxes to 2001 levels, and not allowing them to
increase from there.

It was the worst thing to happen to Florida in a long time,
and those who depend upon governmental services such as
transportation are going to bear the brunt of it. It's
everything from reduce or not mosqueto control, to reduced
emergency medical and energy and food assistance for the
poor, to decreased public parks and recreation.

this can easily be googled under the topic of Florida and

In this case they aren't raising taxes, just shifting them
from property
 taxes which were cut, to gas taxes to make up the lost revenue.

I know we need help in getting where we need to go. But
raising taxes
 
 is not always the answer. I think they need to reorganize
how they do
 
 things. Not just raise taxes and creating a bottomless

Leon County commissioners to consider gas tax By Will

 STAFF WRITER Leon County commissioners will debate
this afternoon
 
 
 whether to raise the
 price consumers
pay at the gas pump.
Counties have the option to pass local-option fuel taxes for
transportation expenses, which in this case would expand
StarMetro
 
 
 service into
unincorporated
 areas
of the
county and fund the county's Transportation Trust Fund.
Consumers in the county now pay 30 cents per gallon for
local and state
 taxes, which
is on par with many counties in the region.
"It's sort of like sticker shock," said Jim Smith,
president of the
 
 
 Florida Petroleum Marketers & Convenience Store
Association. "Look
 
 
 where we
are today. The
 wholesale
price of gasoline went up 16 cents last week. My members
reported angry
 customers
- (but the customers are) not realizing we are just as
angry as they are -
 and reduced
sales."
An analysis by county staff of the tax hike's
feasibility found that
 
 
 transportation fund revenues will drop 1.5 percent
annually between
 
 
 2010
and 2014, while
 transportation
expenditures will grow 3.9 percent during that period.
At 6 p.m. there will be the first of two public hearings on
revisions to
 the
county
ordinance regulating the permitting and placement of
billboards. The
 
 
 ordinance is designed to limit the total inventory of
signs in Leon
 
 
 County's unincorporated area, and to reduce the number of signs
through a cap-and-replace
method in
 place
since
2007.
For a sign company to install a new digital billboard, the
business must
 permanently
remove as many as four existing billboards.
According to figures from the Department of Growth &
Environmental
 
 
 Management, there are 66 existing billboards in the
unincorporated
 
 
 area, but
also signs
 approved but
not yet installed, and unused sign certificates for
billboards removed.
 That
puts
the total inventory at approximately 76 signs.
The department estimated in a March 18 memo that the
billboard inventory
 has
only
been reduced by 4 percent under the cap-and-replace rule.
