Can't open Oracle Portal Home Page  phak-@hotmail.com

I my OS is Windows 2000/NT, it also does not have internet connection

I installed on my computer, Oracle 9i Standard Edition, Oracle 9iAS
(including portal).

Now I can't open the homepage of the Oracle Portal

It should be in this format: " Http://<hostname>:<port>/pls/<DAD>

But doesn't work it says can't detect network. Its the page that shows
up when you don't have internet connection.

Should I be running a service while I try to connect to Oracle Portal?
I know i should have http server running..but should I shut down the
http server for my Oracle9i Database, since Oracle9iAS http server is
already running. Any comments or advice is greatly appreciated.
