Max processes, OAS and WebDB

Hi, I've got a website built using WebDB 2.2 on NT 4 which also uses OAS
4.0.8.1 to allow the site to use SSL. Occasionally we get a message
appearing 'Maximum processes exceeded', apparently this is a known bug
caused by the OAS not releasing processes so they hang around indefinitely.
Oracle won't help because they say we need to upgrade to 9ias, which is true
but just not possible at the moment. HAs anyone experienced similar problems
and if so did they find a way around them? Also has anyone any pointers on
how easy it is to upgrade to Portal from WebDB>
