Hi Scott,
On Nov 3 BART invited the tenants, Berkeley staff, and a small group of bike
parking aficionados to review a prototype high-density double-stack bicycle
parking system intended for the "membership area" of the Bike Station. Like
at Embarcadero, the membership area will be self serve and we want all users
to be able to load their bikes on the upper part of the rack.
The design we previewed used a spring to assist lifting of a tray holding a
bike. It also used hydraulic shock absorbers to allow the tray to be
retrieved without crashing to the ground. The concept worked. A few design
changes should simplify a mechanism that secures the front wheel and allow
the rack to be used with bikes with disk brakes. We also urged that the rack
provide clearance for Berkeley-style bikes that have a milk crate on the
rear rack.
Rest assured that BART does not intend for this fancy contraption to be the
only style rack used. The "attended area" will utilize the familiar double
racks similar to in the existing Bike Stations where attendants will lift
bicycles onto the upper level. Other designs will likely include some
vertical parking systems that hook the front wheel. Overall, the architects
are aiming to provide total attended/membership capacity for at least 250
bicycles.
Laura Timothy, BART staff, related that the permitting process is nearly
complete and that the actual construction should begin soon. Eric Anderson,
Berkeley staff, indicated that the permit process is proceeded without any
hick-ups.
Repeating an earlier estimate from Laura, that the new Bike Station at 2208
Shattuck will open no later than BTWD 2010 (May 13). She is optimistic,
however, that construction will move at a fast pace and delivery will occur
earlier.
I stand corrected regarding the 5-year lease. Laura verified that BART began
payments in July 2008 in order to secure the space.

I guess I have growing concern that this project will end up late
and/or
over budget. I put the question to BART officials last week, and
have yet to
hear an answer.
Remember that the lease on the new Berkeley bike station was signed
on July
1, 2009 and that BART's been paying rent for that space ever since.

Faunt is right to be wondering exactly what's going on. I am
wondering too.
