Because of the events leading up to the sabotage of the 1996 ICEA
HABITAT II Exhibit at the Cleveland Public Library, ICEA Director David
Jakupca met with Ms Karen Grochau, Acting Director of the Arts
Management Program of the Mandel Center for Nonprofit Organizations to
discuss what if anything can be done to stop the attacks designed to put
ICEA out of business.
The method of operation of these attack would be known as “The 3 Step
Drill”:

1)- An individual artist or ICEA would spend time and money to initiate
and develop a project.
2)- The Foundations will form an organization or pay another puppet
group to “hijack” the project.
3)- The individual artist or ICEA would be obliterated from the project
receiving neither credit or financial remuneration for work done on the
project..

A summary of the meeting between ICEA and the Mandel Center is:
It is the Foundations money, and they can spend on who or how they want.
There are yet no laws restricting them.
However, the Cleveland and Gund Foundations are limited to supporting
projects in the Greater Cleveland Area and that has a stifling effect on
them. In today’s high tech fast moving climate, information and
knowledge is Power. The fact that ICEA recycles International World
Conferences on the Environment and Human Rights and brings these fresh
and new ideas to Cleveland is an opportunity that is hard for people to
resist.
People will want that Power.
In today’s financial climate, the Cleveland non-profit sector will do
anything it can, whenever can, anyway it can in order get the power to
survive.
In the name of “progress” these organizations will be doing crazy things
wanting more, and in the process will accidentally or intentionally
cross ethical or legal boundaries that they may be accountable for.
ICEA should keep doing what it does best.
