Spartansburg, SC fanciers and breeders;

On Monday, September 29, 2008 the City Council of Spartansburg, SC will have
a second reading on an ordinance that massively changes the animal control
law in that city. Among other things the bill includes "...and cats..." to
it's existing pet licensing. In addition to mandatory licensing of cats
over 4 months of age it adds breeder licensing and suspends the rights of
pet owners against warrantless searches. Among the more onerous provisions:

(1) The proposal adds mandatory cat licensing to the city ordinance;
(2) Unaltered animals impounded by animal control would be subject to an
*additional* reclaim fee of $200 for 1st offence and $500 for subsequent
offences within a calendar year. This is in addition to the standard
reclaim fee and the cost of mandatory microchipping;
(3) New limits on pet ownership to five (5) dogs and/or cats over the age
of four (4) months
(4) New kennel licensing for people with 6 pets includes "random
inspections" of private homes as a condition of the license. [Note: no
provision has been made as to whether zoning will allow these "kennels" in
residential properties.]
(5) Impounded pets must be held for 3 days, HOWEVER cats deemed feral "in
the opinion" of animal control may be killed immediately. A frightened pet
may be destroyed with no chance of rescue by its owner;
(6) Animal Control officers may enter a private residence without a
warrant. The ordinance would also make it a criminal offense to "... fail
to comply with the animal services officers directions or orders...";
(7) The expanded definition of "nuisance" animal could be grounds to round
up and kill feral cats;
(8) The expanded definition of "dangerous or vicious animals" written with
dogs in mind, does not distinguish between serious attacks and minor
incidents.

WHAT TO DO:

If you live in the Spartansburg SC area and can attend the hearing it will
be held on Monday, September 29, 2008 at 5:30 pm at Spartanburg City Council
Chambers, 145 West Broad Street, Spartansburg, SC 29306. Note that speakers
may be limited to two minutes, so be concise. For a link to the September
