Like many of you, I think it is just the handiest excuse they can think

What makes you think a helmet makes cycling safer?
After WA made helmets compulsory the rate of injuries amongst those
still cycling went UP, ie the number of injuries fell by less than the
fall in cycling.
Compulsory helmets just create the impression that cycling is dangerous.
I'm amazed at the number of parents who wont let their children ride a
bike because it's "too dangerous", but then dont give a second thought
to putting them in a car, with nearly twice the exposure risk.

I firmly believe that the negative effects of compulsory helmets far
outweigh the minor benefits.
