My favorite comparison from the SFBC analysis :

Caltrain's Draft Plan, page 134
"Some conductors permit more bicycles onboard than the rated capacity"

Fact:
We love those conductors.


... although I am concerned that emergency egress might be compromised
on those overpacked racks. If bikes do go 5 deep on the racks they
should be packed tightly so that the center aisle is not obstructed.
I've seen "regulation" 4 deep racks that are sloppily packed such the
outer bike's wheels block the aisle. Lets be careful not to lose this
informal privilege by decreasing safety.
