CBC Meets With Director Medina  Chris Morfas

On December 13, CBC had the pleasure of a half-hour meeting with Caltrans
Director Jos=E9 Medina and a handful of his key staff members. We spoke on =
a
variety of subjects directly related to bicycling.

Director Medina is certainly making some positive changes for bicyclists at
Caltrans. For starters, he has requested a sizable increase in the number
of bicycle program staff at the department (You'll hear more about this
issue as the budget makes its way through the legislature during 2000).
There seems to be a new spirit of optimism and cooperation in those working
on bicycling matters at headquarters. Furthermore, CBC and its allies in
bicycle advocacy are now treated as a legitimate interest group by Caltrans
committees and task forces working on a variety of issues ranging from
freeway access to rumble strips to intersection design to bridge access.

CBC made several specific requests of Director Medina:

1) Caltrans currently plans to spend millions of Enhancements (TEA) moneys
on freeway landscaping and highway beautification; CBC urged the
department to instead invest in vital bicycle and pedestrian transportation
projects;

2) CBC asked that bicycling get its fair share of any state budget surplus
funds spent on transportation. We suggested an augmentation to the Bicycle
Transportation Account;

3) CBC asked the Director to personally intervene with regard to District
4's discriminatory policy of not permitting bicyclists to ride on the
Richmond-San Rafael Bridge;

4) CBC expressed the desire of both CBC and the Surface Transportation
Policy Project to cooperate with the department in making the Safe Routes
to School program a huge success for the department and the millions of
children and parents whose quality-of-life depends so greatly on a truly
multi-modal transportation system.

Director Medina made no promises, but the meeting brought to his attention
several critical matters now pending before his department. CBC will be
following up with the director on these and other issues of key interest to
