Short greens in Orange County  Bob Shanteau

One of the arguments that Orange County traffic engineers are using to
oppose the new bicycle signal timing guidelines is that bicyclists there
"can negotiate the current signal operations without a problem." We need
to find out if that is true.

Could someone who is familiar with traffic signals in Orange County
please report if there are signals with greens so short that a bicyclist
starting from a stop on a fresh green cannot cross the intersection
before the next conflicting movement turns green?
