The true culprit, of course, is our society - which refuses to teach
"rules of the road" to our children until they get to drivers ed
classes as high school juniors and seniors. I still run into (no pun
intended) elementary school "traffic plans" which have kids riding on
sidewalks and/or on the wrong side of the road.
