It appears he could fight this if he wasn't cited under a bike
provision (21200). I believe that bike violations cannot be counted as
Motor Vehicle violations, so the ticket needs to make that clear.
Also, Vehicle Code section 42001(d) permits public entities to have a
lower fine structure for bicycle violations.
