Subject: Alameda Co Bicycle Event Ordinance is back
Dear Club Club Leaders:
Two important meetings are scheduled regarding the draft Bicycle Event
Ordinance to regulate bicycle rides in unincorporated Alameda County. I
hope each of your groups can send one or more representatives to attend:
4pm, Friday, Oct 5, 2007, Meeting of bicycle clubs with representatives
from Sheriff's Department and County Counsel. County Supervisors Bldg,
1221 Oak St, 2nd floor Conference Room.
9am, Tuesday, Oct 9, 2007, Alameda Co Board of Supervisors meeting to hear
first reading of draft Bicycle Event Ordinance. County Supervisors Bldg,

This past Tuesday (Oct 2, 2007) we were surprised that the Alameda Board
of Supervisors (BOS) had included the Bicycle Event Ordinance on the
agenda at the request of Supervisor Scott Haggerty (Tri-Valley). With
incredibly short notice, I was able to attend. The prior BOS consideration
on July 31, 2007 was pulled from the agenda by Supervisor Gail Steele
(Hayward).
Following the July 31 meeting, EBBC's invited the Alameda Co Sheriff and
County Counsel to meet with club representatives on August 21. EBBC also
sent Sheriff Gregory J. Ahern a letter dated August 29, 2007
http://www.ebbc.org/?q=node/852. The invitation was ignored and we
received no reply to the points raised in our letter.
At the Oct 2nd BOS, the Sheriff and Supervisors acknowledged EBBC's
request to allow clubs to have a chance to review the ordinance and they
offered to continue the item for one week to the Oct 9 agenda and arrange
a meeting between clubs and Sheriff prior to the next BOS meeting. See

Unfortunately, the draft ordinance is not officially available in
electronic form and a fax must be requested from the County Counsel (510)
272-6700 http://www.acgov.org/counsel/index.htm. Earlier, Grizzly Peak
Cyclists had posted a large scanned PDF version of the ordinance at
http://www.abriz.net/070726-bicycle-events-ordinance.pdf.
Please review the points raised in the Aug 29 EBBC letter. We hope to
receive responses to each of the seven points this Friday. In addition,
note that the draft ordinance includes an Exhibit A that lists 77 streets
and roads. If the draft ordinance is passed, bicycle events involving more
than 50 people would require proof of insurance, notice to the sheriff and
a bicycle event permit.
I apologize for the short notice, but I hope to see you on Friday so that
we can guage the response from the clubs and offer the BOS an accurate
representation of club views. Once an ordinance is passed, it will be too
late to make substantial changes. For background, you can review the July
