Folks,

After some discussion among the season coordinators, we're introducing
several ECCC rules this year on eligibility for Track and Cyclocross
Nationals. These are given below, as well as notes on existing road &
MTB rules for future reference.

Primary motivation here is to encourage elite participation in our
outstanding events, while giving some leeway for elite riders with other
racing responsibilities. The requirements are well in line with
existing requirements for road and MTB, though more lenient to account
for shorter seasons. These rules are indeed more stringent than
eligibility in other conferences. However, other conferences generally
aren't lucky enough to have track and cyclocross seasons, so they can
hardly mandate participation...

[[ General Notes ]]

Eligibility and procedures for Collegiate National Championships are
discussed in Section 11.1 of the Collegiate Rulebook:

All of the following are race participation and category requirements.
You must, of course, in addition meet the requirements given in the
rulebook (in sum: full time student status is required).



[[ Track ]]

New ECCC Rule: To be eligible for Collegiate Track Nationals, riders
must compete in at least one ECCC track race, defined as participating
in the collegiate events required to contest the weekend omnium.

Existing NCCA Rule 11.7.3: Riders must hold a USA Cycling Track category
4 or higher license to be eligible for competing at Collegiate Track
Nationals. In addition, to compete in the Points Race at Collegiate
Nats, you must be category 3 (track) or higher.


Note that riders must be full time students in the fall term to
participate at Track Nationals, even though it is outside many
institutions' fall terms. Incoming freshman may race as long as they're
in good standing with their school (i.e., paid up), even if they haven't
actually started classes yet. Recent graduates, i.e. from the spring,
may not participate.

We realize that many riders may not even be in the region for the ECCC's
late summer track season, i.e. those that are still away for summer
term, and won't be able to attend the ECCC track events.
Exceptions will be granted on a case-by-case basis for riders
legitimately unable to participate in the season.



[[ MTB ]]

Existing NCCA Rules 11.8.10, 11.8.11: To race in a given discipline (XC,
STXC, DH, DS) at Collegiate MTB Nats, riders must have either:

- Competed in that discipline at Easterns as an A category rider, in
    addition to one other race in that discipline as an A category
    rider during the season.

- Or, competed as an A category rider in their final three races in
    that discipline during the season.


Note that you may currently upgrade your collegiate category without
upgrading your NORBA category, but must meet the upgrade criteria.
You might want to do this, for example, if you are ready to try A races
but not ready yet to permanently commit to Expert races. More
information about upgrades is readily available in the USAC collegiate
and general rulebooks:

[[ Cyclocross ]]

New ECCC Rule: To be eligible for Collegiate Cyclocross Nationals,
riders must compete in at least two ECCC cyclocross races.

New ECCC Rule: To be eligible for Collegiate Cyclocross Nationals,
riders must hold a USA Cycling Cyclocross category 4 or higher license.


Note that the participation rule stipulates races, not weekends.

N.B.: To be considered as competing in the collegiate events at ECCC
'cross weekends and to be scored, riders must both register for their
collegiate team and race in their collegiate kit. Otherwise it will be
assumed that riders are competing for their non-collegiate clubs.



[[ Road ]]

Existing NCCA Rule 11.6.5: To compete in a mass start race at Collegiate
Road Nationals, riders must have either:

- Competed in the Easterns road race and crit as an A category
    rider, in addition to one other mass start race throughout
    the season as an A category rider;

- Or, riders must have competed as A category riders in their
    final three ECCC mass start road races of the season.

Existing NCCA Rule 11.1.3: To compete in the team time trial at
Collegiate Road Nationals, riders must have competed in two category A
team time trials during the season.


Note that riders of any category may compete in category A team time
trials provided at least one member of the squad holds a category A
collegiate license.
