SPARC PARTNERS WITH ECONOMICS BULLETIN

Online, Peer-Reviewed Journal Provides Open-access Alternative to Costly
Commercial Title

Washington, DC -- SPARC (the Scholarly Publishing and Academic
Resources Coalition) announced its partnership with Economics
Bulletin <http://www.economicsbulletin.com/>, an open-access journal that
provides rapid peer-reviewed communication in all areas of economics.
The partnership expands SPARC's involvement in economics, a field
plagued by the kind of high journal prices that have become common in
science, technology, and medicine.

Co-founded by John P. Conley, Professor of Economics, Vanderbilt
University, and Myrna Wooders, Professor of Economics, University of
Warwick, UK, Economics Bulletin is an alternative to Economics
Letters, a commercially published journal available at an
institutional price of US$1,823.

"The problem as we see it is that the current business model employed by
commercial publishers does more to inhibit than foster scholarly
communication" said Professor Conley. "Our hope is that the Economics
Bulletin demonstrates that it feasible to take back control of the
publication process and produce high-quality, peer-reviewed journals on an
open access basis within the academic community itself."

As a letters journal, Economics Bulletin publishes refereed original
notes, comments, and preliminary results. It also includes
non-refereed working papers, conference announcements, and letters
to the editor. For the benefit of readers, refereed and non-referred
material is clearly distinguished. The editors are especially
interested in publishing manuscripts that keep the profession
informed about ongoing research programs.

Speed of publication is a key emphasis for Economics Bulletin, which
reports that on average its refereed content is published just 32.9 days
after submission. This is a sharp contrast to the long publishing
lag times of many traditional economics journals. Further, material is
published under a non-exclusive license with authors. This permits
authors to reuse their work in any manner they choose, provided
acknowledgement is made of prior publication in Economics Bulletin.

Economics Bulletin is indexed by e-JEL, EconLit, and IDEAS and has
been published continually since 2001. Should the Economics Bulletin ever
cease publication, the University Library of the University of Illinois at
Urbana-Champaign commits itself to continue to make its archived issues
publicly available over the Internet.

"SPARC commends Economics Bulletin for both offering economists a
high-quality alternative and for demonstrating the relevance of
open-access publishing in the social sciences," said Rick Johnson,
SPARC Enterprise Director. "The distinguished editorial board and
staff of this innovative journal have ably shown how scholarly
communication should and can work."

###

First published in 2001, Economics Bulletin is an open access
journal that fosters free and extremely rapid scientific
communication across the entire community of research economists.

SPARC and SPARC Europe are coalitions of research universities and
libraries supporting increased competition in scholarly publishing.
Combined membership currently numbers approximately 275 institutions
and library consortia in North America, Europe, Australia, New
Zealand, and Asia. SPARC is on the web at
