Indian National Digital Library in Engineering Science and Technology
(INDEST): A Proposal for Strategic Cooperation for Consortia-based Access
to Electronic Resources / Jagdish Arora.

Cooperation amongst institutions for sharing their library resources has
been practised for decades. However, the mode of cooperation has been
transformed with the infusion of new information technology. The emergence
of the Internet, particularly the World Wide Web (WWW) as a new information
delivery medium, triggered proliferation of Web-based full-text online
resources. An increasing number of publishers use the Internet globally to
offer their publications to the international community of scientists and
technologists. The libraries and information centers, as heavy consumers of
electronic journals and online databases, will benefit greatly from this
technology-driven revolution. The proliferation of electronic resources in
a networked society has resulted in the development of shared subscriptions
or consortia-based subscriptions to journals everywhere in the world.
Shared subscriptions to electronic resources through consortia of libraries
is a feasible strategy to meet the pressures such as diminishing budgets,
increased user demands, and rising costs of journals. This article outlines
efforts made by Indian libraries and institutions towards formation of
consortia of libraries for buying access to electronic resources. The
proposed strategic cooperation called the Indian National Digital Library
in Engineering Science and Technology (INDEST) is base don five project
proposals submitted to three major Ministries/Departments of the Government
of India, namely, the Ministry of Human Resource Development (MHRD), the
Ministry of Information Technology (MIT), and the Department of
Biotechnology. The INDEST is proposed to function as a consortium of
engineering and technological libraries for nurturing core digital
collections in engineering and technology. As a consortium of libraries,
the INDEST would bring together institutions receiving financial support
from these three Ministries/Departments of the Government of India. While
these Ministries/Departments would provide financial resources for
establishing the consortium and for obtaining core electronic resources,
the participating institutions would contribute for consortia-based
subscriptions. The INDEST would host a variety of Web-based digital
resources including those available through national and international
agencies with consortia and national licenses to provide access to
authorized users in India.

Changes in faculty reading behaviors: the impact of electronic journals on
the University of Georgia / Erin T. Smith.

This study explored the role electronic journals currently play in
faculty's weekly scholarly reading habits. Survey results indicated that
electronic access to journals particularly library-funded access is
integral to research activities, with the vast majority of respondents
reporting they read at least one article from an electronic source every week.

A data model for records schedules / Jan Anckaer, Willem Vanneste.

The process for actualising the records schedules for archives of
municipalities is going on for a couple of years. A data model has been
elaborated to support this process and mainly to arrive at a uniform
structure for these record schedules. This should enable the exchange and
processing of the information in an automated way. The purpose of this
article is to broaden the fame of this data model and to obtain responses
from colleagues.

Radiographic identification (RFID) in Flemish libraries / Marijke Hoflack,
Peter Van den Broeck, Ludo Holans.

Gradually, the RFID-technology gains ground in the world of libraries. This
system for identifying objects through radio signals can be applied for
self-check, for anti-theft control and as a support for collection
management. Its major components are a chip and a reader.
The Exact Sciences Library of the Louvain Catholic University (KU Leuven)
and the Public Library of the city of Ghent have acquired some experience
with an RFID-system. Both institutions emphasize the importance of
standardisation, as a security for their investments in the future.
Besides, one of their main concerns is that as many repetitive processes as
possible be automated. As a result, the personnel will dispose of more time
for counselling the library users.

Bridging the Digital Divide in Health: HINARI / Sherrie Kline Smith.

Biomedical libraries in developing nations operate on slim-to-nothing
budget allocations for journals. Through the Health InterNetwork Access to
Research Initiative (HINARI), some libraries in countries with a gross
national product less than $1,000 receive free access to bioscientific
journals for trial periods of three years. Sherrie Kline Smith, a consumer
health information specialist, describes this initiative led by the World
Health Organization.
