L.D. 1859/Rule 850

On Wednesday, March 10, at 1:00 p.m., the Insurance and Financial
Services Committee is holding a work session to consider L.D. 1859,
which proposes major substantive amendments to Rule 850, dealing with
HMO geographic access standards.
In December, Consumers for Affordable Health Care submitted comments to
the proposed amendments to the Bureau of Insurance. While some of our
minor comments were incorporated into the rule, the most significant
ones were not. As an organization, we are especially concerned that this
rule fails to use quality performance measurements that are established
by a nationally recognized source independent of health insurance
carriers. We believe that insurance carriers should have hard data from
an independent source before they send their subscribers further for
treatment.
Please contact members of the Insurance and Financial Services Committee
immediately and ask them to insist that the rule be amended to require
data from an independent source such as the Maine Quality Forum.
