 As a component of fluctuation cause c., have you considered resonance in the
inlet tube - well system? I presume you are measuring a well rather than in
open water.

Yes, that is true that we are monitoring water surface level via a
stilling well. The cited fluctuation could be part of the totla
fluctuation which I am talking about.

 Is the flucation driven by a second stream or tides?

The fluctuations are neither driven by a second stream nor tides. To be
more specific, water surface fluctuations could come from a variety of
sources including:

a. Temporal variability due to upstream flood;
b. random variability due to inherent uncertainty in sensor measurement
c. Variability due to form and surface roughness and other disturbances.

Variability due to source 'a' could be taken care of via detrending the
data. Variability due to source 'b' is given by the sensor manufacturer.
My enquiry concerns with variability due to source 'c'. I am looking for
Probability Density Function (PDF) corresponding to source 'c'
variability.

In a typical hydrometric station, stage reading might be subjected to a
variety of errors. We are somehow concerned with measuring stage at a
particular instant where the water surface elevation is inherently
fluctuating. I was wondering if there is any work done in the past to
quantify the governing Probability Density Function (PDF) governing this
fluctuation at an instant in time. Furthermore, is there any correlation
and/or relationship between parameters of PDF and the stage itself?

Any pointers to paper(s), documents, resource person(s) will be greatly
appreciated.
