I've received an email from Las Portadas, inviting me to pass it on to
places like this one, so here it is:

Freenation Update
Issue #1 - January 2002

Las Portadas – the anarcho-capitalist freenation

In a nutshell, Anarcho-capitalism is the principle that every valuable
good and service is best provided by a freed market, without the
dangerous corrupting and monopolizing forces of "political" government,
which are sustained through taxes and tax-based subsidies. The
sacrosanct industries of education, restitution, and security, in
particular, best meet the needs of individuals when they are fully
submerged into the civil arena of free competition. No valuable service
needs or deserves immunity from the civilizing forces of the market.

Anarcho-capitalists differ fundamentally from minarchists (those who
advocate limited political government) in that they see any compromise
as counterproductive. In practice, compromise is synonymous with
alliance because it increases the efficiency with which a regime
strengthens its immunities and distorts value signals. For example, an
efficient economy generates a larger tax base. These amplified resources
are then redirected toward official monopolies. A defense monopoly
generates offensive foreign and domestic campaigns. An education
monopoly becomes a regenerative propaganda machine. A monopoly of law
generates volumes of “criminal” legislation that have more to do with
protecting the state than property and the individual.

Las Portadas does not permit compromise. It is an association of
autonomous freezones in which political immunities are prohibited. Las
Portadas serves as a promotion and incubation mechanism for these
distinct autonomous freezones. Although it receives no immunities
itself, Las Portadas' contract expires for each territory in 20 years -
another impetus for markets to offer replacement services.

Las Portadas is comprised of three distinct components:


The Board of Insurance helps stimulate a wide range of consumer-driven
security mechanisms that replace the traditional defense monopoly, by
underwriting contracts for autonomous industrial and residential
freezones. It is composed of those who helped finance acquisition(s) of
autonomous freezones, and its members are issued proportionate shares in
the Contract Underwriters Association of Las Portadas.

The House of Legal Review provides an opt-in interrim legal mechanism,
and transitions legal environments away from criminal law toward
polycentric, property/ tort-based compensatory legal environments. It is
composed of individuals that do or have done legwork for the Civil Order
Pact, the Declaration of Autonomy, and the Libertarian Pledge. Voice is
proportionate to signatures generated.

The Council of Government Interface is composed of freenation advocates.
Besides promoting acquisitions for autonomous freezones, CoGI conducts
privatizations of properties which were unowned or state owned at the
time of transfer. Voice is proportionate to funds generated for
successful freezone acquisitions.
Every effort has been made to place Las Portadas in a supportive role
for autonomous freenation development without risking the establishment
of dependencies or power centers. I believe that I have come up with the
best formula yet. No other freenation arrangement that I have seen has
provided adequate assurance against the minarchist trap.


The Caribbean:

Doug Casey has shown himself to be a bona fide freenation activist by
promoting a corpocracy-style privatization for Haiti (see his article at
EscapeArtist.com http://www.escapeartist.com/efam27/Haiti.html ). I have
offered to participate in the campaign, and Doug has accepted the CitSOP
format (slightly revised), which gives the bulk of stock ownership to
the indigenous population. Las Portadas will be in a position to play a
role in Haiti's development when shares are made directly available to
capital markets. It is also likely that many local Haitians will be
willing to sell shares internationally.

Latin America:

Although as of yet, no interest has been expressed in Mexico's Cedar
Island and Sierra Viscaino. Fox's popularity seems to be sliding, and he
may be more open to discussion after petro production cuts begin to take
effect and slash revenues even further. Any contacts?
Another ripe market can be found in Argentina, whose congress is now
preparing for the devaluation of its dollarized peso. Real estate is the
logical sanctuary from impending inflation. Isla de los Estados anyone?

Africa:

Groundwork for the Ceebaad (pronounced "aibat") territory have gotten
off to a much slower than expected start. After much initial enthusiasm
and support from Jim Davidson of Awdal Roads, who has offered to
participate in lease negotiation, supporting documents have been "under
review" by its Board of Directors for nearly a year. I'll continue to
wait in the hope that Las Portadas and Awdal can work in concert on
promotion and security in the former Somalia.

Micronesia:

Ian Sawyer (formerly of New Utopia) has been negotiating with officials
for freezones of the standard variety in the Caribbean. But he aspires
to help establish a truly autonomous freezone elsewhere. One prospect is
the Republic of Palau. If freezone developers guarantee that it can
weather the combined imperialisms of China and the US, Ian has the
necessary contacts and a dwindling supply of investors who would love to
establish a financial center on Helen Reef – or Tobi. If we bend over
backwards to guarantee state of the art envirocapitalist wildlife
preservation and ecotourism, officialization is gravy.
