DePauw Men A decision

Hi,
So, following the Men A race at DePauw Raod Race tody, I have attached the report I will send to USAC on monday.
In addition, I want to indicate that this is the worst and more difficult decision I had to take in my 10 year career as a referee. My problem is that it affects schools which played the game (including mine, Purdue), while riders from other schools created dangerous and unfair conditions which are unacceptable at this level of racing.
In case you would like to protest this decision, please give a look of the USAC rulebook (not road, track, cyclo-cross but USAC), Policy IV. But keep in mind there is cost for such a protest and that USAC always agreed with the chief referee decision in precedent similar situations.
For those who still do not understand the yellow line rule (and there are many apparently), here it is as is from the rulebook:
"3B1. Center Line. If a course is not closed to traffic, all competitors must keep to the right of the center line or enforcement line, but may pass on either side of another rider [warning for accidental crossing of the center line with no advance in position; relegation or disqualification for advancing position; 10 day suspension for a flagrantly dangerous attack]."
Also, there is these rules that I used today:
"1I4. Chief Referee.
(a) The chief referee supervises the general conduct of each race. The Chief Referee is empowered to interpret and enforce the rules of the Federation and to make a ruling on
any point that is not specifically covered in the rules.
(c) The Chief Referee has the power to penalize or recommend suspension of any licensee who refuses to obey instructions of officials or who commits other offenses. The Chief Referee shall take into consideration the observations of assistant referees, taking into account their viewing positions and experience levels.
(d) The Chief Referee shall invoke penalties for infractions of the rules except suspension. A decision of the chief referee under the Racing Rules is final, subject only to the hearing of
a protest."
As you see, there is no reference to intentional or non intentional move!! My way of judging the yellow line rule is that I accept a rider to go on the left side of the road if he is pushed to do so to avoid a dangerous situation. Now, keep in mind this could result in a warning for each infraction! However, if a rider is really gaining an advantage (= going faster than the rider on his right side or even passing him) by going on the left of the yellow line, then this is a strict violation of this rule. And, if there is a really dangerous situation, then I will not hesitate asking for suspension... there were (unfortunately) some lucky guys today who will escape this sanction! Also, I did not apply the rule 1O4 today, but do not abuse my patience too much in the next events you see me.
Finally, as many probably expect names for the violations, here are the schools with 1 or more riders caught today:
- DePauw (three times)
- Marion (three times)
- Northwestern (two times)
- IU (seven times)
- a rider with a purple jersey and a drawing looking like a white star at the back (once)
- UWW (three times)
- two riders with different light blue jerseys (once each)
These schools will really need to teach basic rules to their riders!!!
I was said at the end of the day that instead of having clinics for Men D and Women B,C, we should think about Men A! I agree with this idea.
In conclusion, respect the rules and you will not hear from me (some riders from different schools interact with me without any problem). Otherwise, I will remind you that your are not alone on the road, and that you need to compete with the safest behavior and in a fair spirit at your own disadvantage.
