Two new documents were recently added that help the reader better
understand the US Army NCO Corps in the early 1960s at
http://www.ncohistory.com.

The firts, the earliest public transcripts of senior sergeants coming
together to discuss Army issues, this during the annual AUSA Convention.
They addressed serious and long-lasting issues relating to the
professional enlisted force. Though the 1964 Conference was probably
one of the the first gatherings of that nature, there is no know record
of the discussion.

The second document is the concept plan for the Management of Enlisted
Careerists Centrally Managed (MECCA), a classified document for over 6
years. This hard-to-find document was written as the plan for the first
major development of an Enlisted Personnel Management System. The report
states "Dissatisfaction and criticism of the present system has been
increasing among the Army's senior enlisted personnel, commanders, and
members of Congress. The Special Subcommittee on Enlisted Promotion
Policy Review, HASC, recently criticized the Army on inequities of its
present systems, particularly as it pertains to promotion to the senior
grades."

novice researchers, to experienced hiustorians. No paper is too short to
be considered, as it all furthers our goal of recording the history of
the US Army NCO and making it available for free for all.
