I think you're right, as far as priorities go. It's pretty much ingrained
in our culture. We live in a very automobile-oriented society. It's come
to the point where, it's not that people wouldn't use bike lanes, but people
don't even consider alternative transportation. Many people probably have
never even seen a bike lane on a road.
If a developer thinks it's more practical to forego bike lanes, since the
demand
is most likely small, I don't see any reason he should (I'm being a devil's
advocate).
Bicycles just have to be introduced more aggressively as a viable means of
transport.
People have to demand areas that are bicycle friendly. Then as property
values rise in
areas with bike lanes, developers will be forced (motivated by the same
principles they
are now by not constructing bike lanes) to include bike lanes.
Ok, now that I've obviously broken new ground with this completely
innovative revelation,
we can all rest easy knowing it will happen without any action on our
parts. Whew. Glad
that's over.
