There's a new curriculum on poverty i just designed for Campaign 2000 and
the Income Security Advocacy Centre that you can download for free (both
MSWord and PDF versions) here:

it's not about budgeting, but is a popular education curriculum that has
excellent processes that are quite adaptable to different contexts.
Also, when Catalyst was doing our PB stuff we had some good workshop designs
that worked quite well. If you remind me next week, i can dig those up for
you.
