Hi Janette,
I'm from Bradford, UK, and have worked on community based "participatory grant making" as well as working extensively in the homeless sector in the district ( www.bradfordspeakout.org )...
I would think that "pure" budgetting would be quite a stretch (considering costs of legal requirements, buildings and the infrastructure needed to have decent decision making apparatus to deliver core service to some of the most vulnerable people) ... However I could certainly see participatory grant making working within a project or within a district.
If you had a pot of cash - you could then invite projects from service user groups (and staff If they work together) then bring service users (or perhaps applicant groups) together to vote (1-10) on all projects... the successful ones would then go ahead... It would be good if you had a second and third round and built in reporting mechanisms (newsletter or circular to all projects on projects, Q&A sessions?...) so that homeless and ex homeless people could build interesdt, share ideas etc...
