GoogleVideo allows long films. (I have one posted there that's 68
minutes long. Nearly 4000 people have watched it in the 8 months it's
been online. Several people have posted sections of it on their own
websites or on YouTube. . . . I think the current term for the
process is "viral video.")

Then you could post brief segments on YouTube, with links to the
complete film on GoogleVideo.
