This response (italics below) regarding the Bicycle Commuter Act benefit comes from Hazel Stream at 50 Corridor TMA. You can check out the video for information. It sounds like the Act is being amended, so things may change again. Hopefully they will eliminate the car parking subsidy (why does that even exist..?) and put that money into bicycle benefits!
Owen.
We have a couple of experts on board with this matter; to see some information you can go to the website (50corridor.com) and look at the tax benefits section (Tax Breaks for Commuters and Employers) and there is a video of the whole February class.
Specifically see February workshop, Jeanine De Backer (attorney at law from SF) Commuter Tax Benefits; go toward the last part of the video and she presents the Bike stuff.

Subject: <saba> Bicycle Commuter Act
Good morning,
Does anyone have any first hand experience with getting reimbursed
through the Bicycle Commuter Act, successful or otherwise?
This past week my employer, the Calif Dept Fish & Game, sent out
document about going green and reducing the department's carbon
footprint. The $20/month benefit is mentioned, but it was not
explained how to receive that benefit. A fellow employee from further
up north that frequently commutes by bike was told "no" when he
inquired about the benefit.
I've seen LABs Q&A on the act: http://www.bikeleague.org/news/100708faq.php.
Again, does anyone have any first hand experience or knowledge?
Sincerely,
Brian Acord
