I wish I had something positive to add regarding the state's implementation
of the federal Bicycle Commuter Act. Back in April, this is how Cal/EPA's
transportation coordinator responded to my inquiry:
The state is working out the details on how the federal Bicycle Commuter
Act will be handled. Once DPA (Department of Personnel Administration)
approves it, it will be a statewide agreement. Unfortunately there is nothing that
Cal/EPA can do to expedite the process, but the details are being worked
out. As soon as I hear anything, I will send an e-mail explaining the program
and how it will work for employees.

have not heard of any change or progress on this.
