Pedestrians shall be limited to a speed of 8 mph (too fast? Maybe 5?)
Pedestrians shall stay as far to the right as practicable except to pass a slower moving pedestrian or to bypass an obstacle, or when preparing to made a left hand or U turn.
Pedestrians shall not change their direction of travel without first checking that it is safe to do so and clearly signaling their intention.
Pedestrians shall signal their intention to stop as soon possible, up to 2 seconds before actually stopping.
Faster moving pedestrians shall provide slower moving pedestrians at least 1' of passing clearance.

can't help noticing that pedestrians are allowed on roadways without any training or certification.
