Rich,
Pedestrians are actually advised to walk on the left side of the street,
-facing- traffic. (Interesting to note that many bicyclists seem to do this
too.)
I offer an additional rule, "Pedestrians must provide industry standard tail
lights when operating on high speed sidewalks or walkways." Bicyclists have
them and they work when properly used. Why not pedestrians?

Pedestrians shall be limited to a speed of 8 mph (too fast? Maybe 5?)
Pedestrians shall stay as far to the right as practicable except to pass a
slower moving pedestrian or to bypass an obstacle, or when preparing to made
a left hand or U turn.
Pedestrians shall not change their direction of travel without first
checking that it is safe to do so and clearly signaling their intention.
Pedestrians shall signal their intention to stop as soon possible, up to 2
seconds before actually stopping.
Faster moving pedestrians shall provide slower moving pedestrians at least
1' of passing clearance.

vehicles in motion are anywhere in view

pedestrians
2.a. the rights and responsibilities of pedestrians are as follows: TBA
can't help noticing that pedestrians are allowed on roadways without any
training or certification.
