i think this dates to an era before sidewalks, and there are still
country roads without sidewalks or shoulders.

Pedestrians shall be limited to a speed of 8 mph (too fast? Maybe 5?)
Pedestrians shall stay as far to the right as practicable except to
pass a slower moving pedestrian or to bypass an obstacle, or when
preparing to made a left hand or U turn.
Pedestrians shall not change their direction of travel without
first checking that it is safe to do so and clearly signaling their
intention.
Pedestrians shall signal their intention to stop as soon possible,
up to 2 seconds before actually stopping.
Faster moving pedestrians shall provide slower moving pedestrians
at least 1' of passing clearance.
