I'm not actually in favor of such a set of rules. I'm against bikes sharing the sidewalk in other than exceptional cases, such as small children.

As to jogging on the road, the CVC states that pedestrians must use a pedestrian path or sidewalk if one exists (so jogging in the bike lane is technically illegal) and if such a facility doesn't exist, then they must walk facing traffic. (So your teacher was right).

21966. No pedestrian shall proceed along a bicycle path or lane where there is an adjacent adequate pedestrian facility.
21956. (a) No pedestrian may walk upon any roadway outside of a business or residence district otherwise than close to his or her left-hand edge of the roadway.
(b) A pedestrian may walk close to his or her right-hand edge of the roadway if a crosswalk or other means of safely crossing the roadway is not available or if existing traffic or other conditions would compromise the safety of a pedestrian attempting to cross the road.

A jogger doing 10 mph is not unreasonable. That's a 6 minute mile and a lot
of joggers do that in 5k or 10k runs. So should joggers be on the right side
of the road or the left? This whole thing boils down use common sense and
stay out of harms way.

BTW way I believe on the ARP bike trail it is pedestrians on the left facing
traffic and the vehicle code may say that also. I know my first grade
teacher did.
