Bob suggests that there only two categories of road users. In reality, there's a whole spectrum of people who use the roads. Motorists and pedestrians perhaps mark the extremes. I bet we could develop a long list of the middle ground of the spectrum. I quickly come up with bicyclists, Segwey users, wheelchair users, motorized wheelchairs, scooters, electric bicycles, golf carts, neighborhood electric vehicles (up to 35 mph), motorcyclists, moped riders. There must be more.
One way of looking at these users is how the State limits them.
Pedestrians Bicyclists Motorists
~~~~~~~~~~~ ~~~~~~~~~~ ~~~~~~~~~
Use of roads A right A right A privilege
Operator license None None Required
Register vehicle No No Required
Liability insurance No No Required
There have been long hard fights over restrictions on walking and bicycling. Beware of folks who want to restrict the rights of bicyclists (and pedestrians). We have more rights than motorists, and we need to keep them.
