custom skndef question

I thought I understood how this worked but the upgrade to 9 is confusing
me.
I copied HR06 to ZZ06 and made the code changes that I needed. It seems
to e working fine. However, I want the HR11 to be able to "swap" to ZZ06
instead of HR06.
I copied the HR.or and HR.sr to ZZ.or and ZZ.sr. I went into skndef for
ZZ06 and added the KN that looked like they were needed. I did a
metadumpskn in hrsrc and a metaloadskn in zzsrc. Added the KN
references in ZZ. the srgen fails. Am I doing these steps out of order
or am I missing something?
