I don't know about the rest of the places you mentioned, but in case you're in Aomori-ken, you might want to visit Aomori Shogi Center. You can play on very nice traditional four-legged wooden sets, and the leader, master Naraoka is a good teacher. The address is the following:
青森市栄町1-7-17 三和荘201
Also, it's a bit far away from the capital Aomori (in the village of Kashiwa), but if you want to take some really good lessons, you can try and visit Kitabatake Dojo. As the name says it, the instructor there is master Kitabatake Satoru, and it's the best place in my oppinion. The only problem is that it's only open on Saturdays. The address is:
西津軽郡柏村大字上古川字房田106-5
There is also a smaller club in Goshogawara, and some university clubs, but I mainly recommend the above two. I hope you can play some good shogi in Aomori! Best regards from Hungary:
