old tanks can't be filled anymore. must have the new fittings (opd) to
be legally refilled. prevents leakage and possible explosion.

Why is that? I wonder if I took my own (old) tank to the Propane
location, if I could fill my old tank completely full? Is there a
danger to filling a propane tank to the top?
