How have you promoted your group? Does it strictly lay out age guidelines? If so, I would take the mom aside after the meeting, when the kids are visiting, or before, and gently advise her of the situation. I think the sooner this is accomplished the better. Especially if she is participating.

Have any of you run into parents who come to your Teen Advisory Board meetings like they're members too? I've never run into this before, and I'm at a loss at how to politely tell this particular parent she isn't suppose to join in.
