Passing on Costs of Upsizing for new land development  Grant Whittle

A great question was asked at Haestad's Sewer List. I thought some of you
might have some valuable insights for them.

Subject: Costs of replacement/rehabilitation on sewer lines that will
accomodate new land development
Dear Forum,

I work for a Sanitary District that is facing already a significant
challenge to cost-effectively operate and maintain a complex aging sewer
infrastructure that has excessive I/I and hydraulic deficiencies during
wet peak flows. Our area of service is almost completely build-out,
however there are some future land development on the rim of our boundary
area that will require upsizing of the already in its maximum capacity
downstream lines.

We believe that the cost of this replacement/rehabilitation should be
passed to the new development owners; however, there is always a legal
fight involved because the developers believe that these lines are in its
capacity limit due to the excessive I/I that should be controlled by the
District.

Controlling I/I is not only a long term plan but also involve
replacement/rehabilitation of private sewer lines that not only contribute
to the largest amount of Infiltration but is also not owned by the
District.

We would like to hear how the other system owners/operators are dealing
with this type of situations and/or successful histories.
We greatly appreciate your feedback. Thank you very much.
