Passing on the cost:
Developers always feel that they will build the system to serve their
development. They never think about the aging infrastructure that takes the
sewage away to the treatment facility. The infrastructure was built
originally by assessing the properties that it served. The property that is
being developed should pay a portion of the cost of building the pipe from
his property to the treatment facility. I know that Minneapolis has an
assessment process for properties that never were assessed for the original
construction. And this fee is paid before the contractor is allowed to hook
up to the system. This may be a way to fund I/I work on the system in
question. Pass regulations that require the developer to fund repairs until
he has reduced I/I by 125% of his average daily flow. And require his lines
to be built to your spec. before you allow him to hook up. The system owner
is in the drivers seat on this. The only thing you have to do is convince
your elected leaders that this is the way to go. You may have to do an
estimate of the costs to upgrade the system.
