Long time away, long shot query Dr Bikes

Hi all -- it's been a while since I posted anything.
I'm in a bit of a dither over Doctor Bike sessions.
One of the reasons - may be the main one - I became active with my local
cycle group was that I saw how effective Dr Bike sessions are.
Sorting out usually minor problems to hugely improve safety or
performance or just comfort on bikes where the owners don't (usually)
have a clue or the expertise to diagnose and fix things - a community
service to get folks using thier bikes.
Then I'm told it can only be done by 'qualified' people - but not why
(that really pisses me off, it's like having yer parents back).
As I'm inclined to do simple things like move brake levers, bars and
saddles to stop back aches and wobbling and improve the cycling
experience. and easy stuff like re-aligning the rear mech 'cos little
Jim keeps dropping the bike on one side or re-tension cables as they've
stretched or even just getting busy with the GT85 -- I am having
difficulty.
So much difficulty that I've had to stop helping my local group doing
stuff at local events as I find it impossible to not help people out.
I can't afford the £300 or whatever to get a bit of paper saying I can
give a rear-mech a tiny tweak or even just straighten a saddle.
I'ver asked LCC and they are shite, I've asked locally and can't get any
reply that is any use --
What is the law on this?
Is there even any legislation?
Is this just all bollocks fuelled by fear of ambulance chasers?
Seeing Dr Bike in action as a community thing was really what drew me in
to joining my local group and not only becoming active but learning the
easy tiny tweaks that make such a difference.
I feel I have no incentive to continue with the local group as the real
community input has been withdrawn and not by me.
If I can't find out what my position is legally, I might as well fuck
off and play with myself if I keep getting told to keep my hands off of
bikes.
Anyone out there got any clues?
I want to pass on and use the simple stuff I've learned over the
yearsbut it seems I'm not allowed to.
