You are responsible for anything you do to someone's bike. If they
subsequently are injured then they may try and get money from you.

Yes. Not specific legislation but the general legislation covers it.

Correct. It is all part of attempts to reduce risk to zero and have an
extremely boring world.
If the cycle group are scared of this they will be scared of shadows
too. Tell them what you think and find something else to do.
