It looks like a silly solution to me. You have raised your centre of
gravity for no good reason. You could have got a carrier with extended
side rods which stop panniers flopping around.
Also, you should tie your panniers down so that they can't fall off on
rough paths. It helps to stop them being snatched by van drivers
stopping alongside you at lights or youths on motor scooters. (It
happens in cities.)

Pity I lost the matching pannier bag. Fell off whilst cycling a narrow
path and I didn't notice.
