woods. We are having the same problems here with trails, if you don't
at least try you will never get anywhere.

The revised Master Plan for the Capital Springs Centennial State Park
(CSCSP) will be presented at the Dane County Parks Commission meeting on
Wednesday, Nov. 12 at the City/Co. bldg. on Martin Luther King Jr. Blvd.
in Madison (just off the Capital square). at 5:15 PM in room 2-B. This
park is located on the south end of Madison next to Lake Farm County
Park (near South Towne Drive & south of the beltline).



The Lake Farm County Park has existed for some time and now the County
and State are working together on a plan for the development of a new
adjoining State Park. There has been an effort to request that
recreation activities of interest to equestrians be considered. After
attending 3 public meetings, a group of horse trail advocates have
presented their own alternate option (alternate plan HT) to the planners
of this project. We feel this plan would better utilize the land which
was paid for by ALL taxpayers. Some of the points made to the planners:



*       There should be shared-use trails that are 10'-12' wide with a
hard
packed surface

*       With shared use trails there would be more miles of trails
available
for all user groups. This would plan would require less total miles of
trails because all users will use all of the trails. Instead of the
planned separate trails for each group

*       State options 'A & 'B' showed need for ski, bike, hiking, dog
walking, & horse trails.

*       More user groups will increase the amount of revenue generated
from
trail use.

*       Perimeter trail around the park would serve dual purpose easy
maintenance and an important fire break around a planned planted
prairie.

*       Good access for emergence vehicles.

*       Horse campground (there is already a RV campground, & group
camping
in the County Park and Tent camping planned in the new State Park).



At the last public hearing 2 Options for the Master Plan were presented.
Both included limited horse trails. They were called Option A & Option
B:

*              Option A = parking area with 1.3 mile trail inside the
park
and equestrians obtaining, building & maintaining trails on private
land.

*              Option B = parking area and NO trails inside park and ALL
horse trails obtained, built & maintained by equestrians on private
lands in the area)



There has been a petition circulated around the area. The petition lays
out the Alternate Plan HT above. At the Parks Commission Meeting this
week, this alternate plan will be presented. Your voice is needed at
this meeting. The Dane County Parks department needs to clearly hear
that area horsemen haven't had their voices heard on this issue. A SEA
OF COWBOY HATS is needed at this meeting. Can we count on you?
